III. PUBLIC HEARINGS
A. Certificate of Appropriateness as to Exterior Features - Alternations to Principal Building – Expansion into breezeway for kitchen renovation
86 North Cove Road (Map 32/Lot 67-6)
Applicant: Robert & Barbara Welsh, Owner Agent: Beth Veillette
ACTION: Open Public Hearing; consider, act.
D. Aldi De Paola opened the public hearing and made a clarification that the house is not the Tully house as indicated on the Agenda.
Ms. Veillette of Hanford Cabinet & Woodworking represented the Applicant. Ms. Veillette described the kitchen expansion into the breezeway. A 10’ section where the breezeway is will have a new gable roof. 3 Anderson windows will be added with a half round to mimic the existing windows and roofline on the front of the house. All renovations will be within the original footprint of the house.
Members feel the third gable roof adds balance to the home and will be an improvement to the overall look of the home.
No members of the public were present.
Vice Chairman closed the public hearing.
MOTION: to approve the application for Certificate of Appropriateness as to Exterior Features - alterations as proposed for 86 North Cove Road, Map 32/Lot 67-6 ; MOVED: E. Creighton; SECONDED: J. Meotti; IN FAVOR: D. Aldi DePaola, J. Meotti, and E. Creighton; OPPOSED: none; ABSTAINED: none; APPROVED: 3-0-0.

MOTION: to approve the minutes of November 18, 2010; MOVED: E. Creighton; SECONDED: J. Meotti; IN FAVOR: D. Aldi DePaola, J. Meotti, E. Creighton; OPPOSED: none; ABSTAINED: none; APPROVED: 3-0-0.
The Committee acknowledged receiving copies of the Alliance Review, November-December 2010 Issue, Annual Budget Requests for HDC, a memo from the St of CT EDC dated 2/1/2011 regarding affordable housing, and an order form from the WPCA for residents to purchase rain barrels and compost bins.

The Committee acknowledged receiving copies of the new Historic District Regulations and By-Laws. Copies are on file in the Land Use Department and will be available on the Town Web Site.
